On February 23, 2011, Toronto City Council place a moratorium on the Drain Grant Program. Under the moratorium, drain work done up to and including February 28, 2011 that meets all of the program's terms and conditions will be eligible to apply for a grant. A signed and dated Drain Grant application must be made by the registered property owner or authorized representative and submitted within 12 months (1 year) of the date that the work was completed, as shown on the invoice. No work done after February 28, 2011 is eligible for consideration.
